On April 21, President Xi Jinping proposed the Global Security Initiative (GSI) in his keynote speech at the opening ceremony of the Boao Forum for Asia 2022 Annual Conference held in Boao. , in Hainan province. Faced with the profound changes in the world and the challenges of our time, the GSI, while adhering to the vision of common, global, cooperative and sustainable security, seeks to further promote the construction of a balanced global and regional security architecture. , efficient and durable. As the golden key to bridging the peace gap and addressing security challenges, the GSI brings Chinese wisdom and solutions to the cause of global peace and security, and wins high appreciation and wide recognition. support from the international community.

The GSI steadfastly conforms to the dominant theme of our times: peace and development. In our view, the instabilities and uncertainties in the international security landscape have increased significantly. Unilateralism, hegemony and power politics are becoming endemic. Geopolitical conflicts caused by bloc politics and Cold War mentality are erupting time and time again in the world. Non-traditional security threats such as terrorism, climate change, energy and food crises continue to spread. The world is neither stable nor quiet. Faced with the combined impact of major changes in the world and the COVID-19 pandemic, both unprecedented for a century, as well as the Ukrainian crisis, the dominant trend for peace and development is facing serious challenges. . With unforgettable memories of war and poverty, China tirelessly pursues peace and development. The GSI, together with the Global Development Initiative (GDI) unveiled by President Xi Jinping last year, injects stability and positive energy into the cause of world peace and development, and prevents the world from sinking into a dangerous abyss.

The GSI gives explicit answers to the question of our time – “What security concept does the world need and how countries can achieve common security”. The Ukrainian crisis has once again taught the world that conflicts must occur when one seeks exclusive or absolute security and seeks one’s own security at the expense of others. As a substitution for and transcendence of Western geopolitical security theory, the GSI is underpinned by “Six Commitments,” namely, to remain committed to the vision of common, comprehensive, cooperative and sustainable security; remain committed to respect for the sovereignty and territorial integrity of all countries; remain committed to upholding the purposes and principles of the Charter of the United Nations; remain committed to taking seriously the legitimate security concerns of all countries; remain committed to peacefully resolving disputes and differences between countries through dialogue and consultation; and remain committed to maintaining security in traditional and non-traditional areas. The six commitments, combining high-level design as well as practical pathways, clearly show humanity the best path to lasting peace and universal security.

The GSI, together with the GDI, offers a compelling solution to the call of our times: to build a community of shared destiny for humanity. As an ancient Chinese proverb says, “Stability leads a country to prosperity while instability leads a country to poverty”. The global ramifications of the pandemic and the Ukraine crisis remind us that countries around the world are like passengers on the same ship who share the same destiny. For the ship to sail through the storm and sail into a bright future, all passengers must stick together. The idea of throwing someone overboard is simply not acceptable. Building a community of shared destiny is the only right choice for humanity to address global challenges and achieve lasting peace and development. President Xi Jinping, keeping the future of mankind in mind, outlines basic concepts, fundamental guidelines, important principles, long-term goals and feasible plans for building a global community of development and security envisaged by the GDI and the GSI, offering important ideas for global development. innovation in governance and the construction of a community of destiny.

The tide of time is soaring. Those who comply will prosper, and those who resist will perish. Lasting peace and universal security are the trend of history, the call of our times and the common expectation of humanity. China will shoulder the historical mission entrusted by the times, join forces with all peace-loving countries and peoples to carry out the ISG, pave a broad path towards lasting peace and universal security, and forge strong synergy to build a community with a common future for humanity.
